Relevance: 

The Indian Parliament consists of two houses- the Lok Sabha and the Rajya Sabha. The Lok Sabha is the House of the People which consists of members representing each constituency which they belong, while the Rajya Sabha or the upper house consists of members representing the States. Occasionaly questions have been raised about the utility of the 2nd house. The most important objective of the 2nd house is that it acts as a deterrent to hastily passed legislations.
