The debate over providing Delhi with complete statehood has been going for decades now. In 1991, by the 69th Amendment to the Constitution Legislative Assembly of Delhi was created. It could pass laws on any subject in the 7th Schedule of the Constitution except law and order and land. Now, with the recent violence in Delhi the debate has reinvigorated. The central government which has law and order under its control failed to protect the citizen when violence erupted. Giving full statehood to Delhi would mean giving the people of Delhi the right to be represented by a government that does not have restricted powers.
